Psychology of non-compliance: Why employees break rules (even when they don’t mean to)

Cybersecurity failures are rarely about bad people making bad choices. They’re about good people operating inside badly designed systems. 

That was what provoked my initial thoughts on the psychology of non-compliance. And it cuts straight through one of the most persistent myths in cyber security: that rule-breaking is an individual moral failing rather than an overarching design flaw.

Most employees don’t wake up intending to break the rules. Yet every day, well-meaning, capable people bypass security controls, ignore policies, and take shortcuts that technically put their organisation at risk. Under pressure, rewarded for speed, and surrounded by signals that outcomes matter more than process, employees do what people have always done: they optimise their approach for getting the job done. 

If organisations want secure working to stick, the conversation has to move beyond ‘human error’ and start examining the psychology behind why good employees defy compliance rules in the first place. 

Shifting our view on non-compliance

Policies describe how work should happen. Non-compliance reveals how work actually happens.

When organisations treat non-compliance as defiance, they miss its real value. Every workaround, shortcut, or skipped step is diagnostic data. It reveals where friction resides, where workflows collapse under pressure, and where security has been designed in isolation from reality.

Most employees aren’t rebelling, they’re optimising. Under time pressure, with competing priorities and clunky systems, people take the fastest viable route to get work done. If security sits outside that route, it gets bypassed.

Blaming employees is easy; fixing systems is harder. But only one of those improves security.

Apathetic is a lazy label

Repeated non-compliance often gets written off as an air of ‘not caring’. In practice, it’s more often resignation to an inadequate system.

When people flag broken processes and nothing changes, behaviour follows belief. They stop engaging, not because they don’t care, but because they’ve learned they’re not being heard. What appears to be indifference is often the result of feedback loops that go nowhere.

Layer in misunderstanding, vague ownership, over-engineered workflows, and insufficient training, and non-compliance becomes predictable. 

Why digital risk feels optional

We respond instinctively to physical danger. Touch a hot stove once, and the lesson is permanently learnt.

Digital risk doesn’t work like that. It’s abstract, delayed, and invisible. There’s no immediate pain signal when you reuse a password or skip a security step. Familiarity makes it worse. Experienced employees often feel safest, precisely because nothing bad has happened yet.

Routine breeds complacency. Systems fade into the background. Insecure defaults become muscle memory. Security that relies on constant vigilance is already failing.

Leadership sets the real rules

No amount of training can override leadership behaviour.

When leaders prioritise speed, output, and responsiveness above all else, they subtly convey to employees that security is negotiable. People don’t follow policies; they follow signals. They mirror what gets praised, promoted, and protected.

If security requires slowing down, leadership has to actively make that acceptable. Better still, rewarded. Otherwise, “security culture” is just branding.

Training that people actually remember

Most security messaging dies of repetition. Posters, pop-ups, and annual modules blend into a blur. Stories don’t.

People remember breaches, near misses, and real consequences far more vividly than policy clauses. Training that leans into storytelling, what went wrong, how it felt, what changed, lands because it connects risk to human experience, not abstract rules.

Compliance isn’t about information transfer. It’s about belief change.

Compliance as UX

Here’s the uncomfortable truth: if your security process needs discipline to be followed, it’s already badly designed. Punishment or making examples of those who don’t follow company procedures around compliance doesn’t solve the issue; it just drives the issue underground. 

Digital trust isn’t built by tighter rules or harsher enforcement; it’s built when security systems are designed to work with human behaviour, not against it.

Compliance should be muscle memory and not something that should be laboured over. The best compliance systems feel invisible. They align with how people naturally work. They remove decision fatigue. They reduce friction instead of adding it. This is UX thinking, not enforcement thinking.

When employees consciously bypass security, they’re making a rational trade-off between effort and outcome. When they breach security without realising, that’s a training failure. Either way, punishment doesn’t fix the root cause; design does.

Punishment creates silence, not safety

Yes, standards require disciplinary frameworks. But excessive stringency drives people to hide their bending of the rules. If employees are afraid to admit mistakes, organisations lose the chance to learn from near misses. Security improves through transparency, not fear.

Positive reinforcement helps, but it has to be collective. Over-individualising praise risks bias, resentment, and rewarding the bare minimum. Culture shifts when teams see secure behaviour as normal, expected, and supported.

Stop blaming humans for systemic failure. ‘Human error’ is one of the most intellectually lazy explanations in cybersecurity. The responsibility lies with compliance leaders and senior leadership to build systems that respect cognitive load, time pressure, and how work is actually done. Secure environments designed for humans are simple, quiet, and deeply embedded, not loud, punitive, or performative.

If your workforce is complacent with compliance, start by examining the system you’ve built for them to work in. That’s where real security leadership begins.

Organisations that design security around how people actually work don’t just reduce risk, they build the kind of digital trust that lasts long after policies are forgotten.
